According to three draft pieces of legislation circulated among Members of Parliament, 815 of the proposed seats in the delimitation exercise will represent states, while 35 will be allocated to Union Territories. It was also proposed that the one-third quota for women should be implemented after a delimitation following the “latest published census”. Another key provision of the bill says that the seats reserved for women in the Lok Sabha and state assemblies “shall be allotted by rotation” across constituencies. The ED arrested Chandel on Monday night and produced him before the judge’s residence, where the hearing took place till midnight. The order was released around 4 am, senior advocate Vikas Pahwa, representing the accused, said. The ED had earlier raided the I-PAC office in Kolkata’s Salt Lake, leading to a stand off with West Bengal Chief Minister Mamata Banerjee. Additional Sessions Judge Shefali Barnala Tandon passed the order after the ED claimed that the probe has uncovered multiple instances of financial irregularities involving the company and Chandel’s custodial interrogation was required to unearth the money trail. The ED accused Chandel and others of cheating, conspiracy and fal, sification of accounts. Opposing the ED’s remand application, Pahwa told the judge that the case was six-year old and was already investigated. “Chargesheets have been filed. Still, the ED used that case to conduct a search,” he told. He infor med the judg e that the ED had called the directors for an investigation, after two of them, one stationed in Tamil Nadu, the other in West Bengal, have challenged those summons in the Delhi High Court. According to the revised draft norms, the pilot-in-command (PIC) or co-pilot cannot operate flight controls during take-off and landing unless he or she has done at least three take-offs and landings in the past 90 days on the same type of aircraft or flight simulator approved for the purpose. The proposed rule changes refer to all aircraft weighing over 5,700 kg. An official said, “This covers all regular passenger flights as well as the larger aircraft we see used for regular operations by all scheduled airlines. It leaves out the smaller aircraft which are lighter.” The new rules reiterate the need for intensive periodic training for all crew members. DGCA will accept responses to the draft till May 3 and then notify the final rules. They have demanded that salaries and payslips be issued by the 10th of every month, along with a guaranteed weekly off and double wages for working on rest days.
