A five-judge Constitution bench, headed by Chief Justice B R Gavai and comprising Justices Surya Kant, Vikram Nath, PS Narasimha and AS Chandurkar, issued notice to the Centre and all states and sought their responses by July 29 on the question whether timelines could be imposed for dealing with bills passed by assemblies. The court fixed the matter for further hearing to August 29.
